Our speaker will be Dr. Cynthia Watson, world renowned authority on security policy and former provost of the nation’s premier institution for advanced national security, the National Defense University.
Dr. Watson is an expert in analysis of the Asia Pacific and Latin America regions. Among other posts, she was a member of the National Committee on U.S.- China relations and the International Institute for Strategic Studies.
Presentation Title & Topic:
“The ‘Donroe’ Doctrine versus the Belt & Road: What’s ahead for Latin America?”
On 3 January 2026, the Wall Street Journal referred to the U.S. removal of Maduro in Venezuela as The ‘Donroe’, rather than Monroe, Doctrine in action.
Recent policy commitments to refocusing on our own hemisphere confront a changed context which includes an active China in this region.
What does that mean?
How can we effectively resume a central role in the region or have we left it too late with too few resources?
Some thoughts as we collectively examine these questions.
